Either way, the form is the standard Tennessee one, and none of its blanks asks the first question a Murfreesboro house raises: is it inside the city, or out in the county with a Murfreesboro mailing address? The answer decides who sends your tax bills, which utility runs your water, which schools the children attend and, on some streets, what kind of sewer sits in the yard. All of it is public record. Start with the city line, because the address will not show it. Blackman, on the west side, is unincorporated, yet its mail goes through the Murfreesboro ZIP codes 37128 and 37129. And the line moves: the city says owners themselves request about 95 percent of its annexations. So do not settle the question from a listing, or from a single field on a parcel printout. Look the parcel up in the Rutherford County Property Assessor's record search, then ask the Assessor's office or the City of Murfreesboro whether it sits inside the city limits. Inside, you owe a city tax bill on top of the county's; outside, you do not - and the price you agree to should be written knowing which. ‡‡‡‡

Next, find out who supplies the water, because in Murfreesboro there are two possible answers. The city's own utility, Murfreesboro Water Resources, serves part of the area, and the Consolidated Utility District serves more than 70,000 accounts across Rutherford County; the city sends new residents to its service-area map, and you should check the map by address too. Where CUD handles the sewer, many subdivisions run on a STEP system: a tank in your yard pumps wastewater to a shared sand filter, because the county's limestone does not take wastewater easily. CUD owns the risers and the pipes, and the tank easement has to stay clear - no fence, no driveway, no sidewalk, no landscaping. If a fenced yard for the dog is half the reason you want the house, get the plat, find the tank, and call the utility before you plan a single post. Selling? Having the plat ready saves your buyer that phone call. ‡‡‡

Flooding here is not only a river question. The city's floodplain office names three main sources - the West Fork of the Stones River, Lytle Creek, and sinkholes, which the city uses to hold stormwater and which can overflow in a hard rain - and it treats December through April as the critical season. FEMA's maps show river flooding only. The city adds that about 40 percent of flood insurance claims come from outside the high-risk zones, and an ordinary homeowner's policy does not cover a flood at all. Put the address into FEMA's Flood Map Service Center, ask the seller whether there is an elevation certificate (only a Tennessee-licensed surveyor, engineer or architect can prepare one), and get the flood quote before you write the offer. If you are the seller and you have that certificate, hand it over early; it answers a question your buyer will ask anyway. ‡‡‡‡

A brand-new house brings two more questions. The first is fees. Since July 1, 2023, the city has charged a development impact fee on building permits - for roads, parks, public safety and schools - and the schedule was updated July 1, 2025. Read the builder's contract for any line that passes permit or impact fees to you. The second is liens. Tennessee lets an owner record a Notice of Completion, which shortens the time unpaid contractors and suppliers have to come forward, so ask whether one has been recorded and what the title commitment does about work that may not have been paid for. Then follow the tax trail, which in Murfreesboro has more stops than most places. Inside the city there are two bills: Rutherford County's, paid to the Trustee, and the city's, collected by the Finance and Tax department at City Hall, both due October 1 through February 28. Older unpaid years are a third stop, because delinquent taxes for the county and for the City of Murfreesboro alike are collected by the Clerk and Master of the Chancery Court - a clean answer from the Trustee does not prove the past is paid.
