Closing in Rockvale

Maybe the house you want is in one of the new neighborhoods off Highway 99, or on a few acres down a county road. Either way, the contract is the same Tennessee REALTORS form used across the state, and it assumes the answers to four questions it never puts to you: which county the lot is in, whether a city taxes it too, where the wastewater goes, and which schools the address is zoned for this year. Nobody governs Rockvale but the county. There is no mayor and no city hall; the Census Bureau draws a census-designated place here, a boundary for counting heads, and Rutherford County zones the land, issues the permits and taxes it. The ZIP code reaches farther than the community. The Bureau's 2020 relationship files put part of 37153 in Bedford County and part inside the Murfreesboro city limits, and the city has been reaching this way: in April 2023 its council took up, on first reading, the annexation of a 70-acre tract off Highway 99 just past Rockvale High School, planned for 182 homes. Whether that annexation was completed is something to ask, not assume. For you it comes down to this. A Rockvale, TN 37153 address might have its deed recorded in Shelbyville rather than Murfreesboro, or owe a city tax bill on top of the county's. Look the parcel up in the Rutherford County Property Assessor's record search first; if Rutherford has no record of it, try Bedford County, and ask the Assessor whether a city line crosses it. ‡‡‡‡‡‡

Out here the wastewater usually goes one of two places. The county's growth plan says the Consolidated Utility District, which supplies most homes outside the cities, runs no central sewer plant. It operates 38 small systems instead, each built along with its own development: a tank at every house pumps or drains to a treatment field the neighborhood shares. That is a STEP system. The other kind of house has a private septic system under a state permit. Rockvale has been on CUD's map from the start - it was one of four rural water districts, formed when country families still drew water from wells and springs, that merged into the utility in 1968. Which system a house has is not a detail. The county's permit application for a shed, a pool or an addition asks for it outright, and beside the state's septic setbacks it warns, in capital letters, that these conditions could affect the refinance or resale of your home. ‡‡

That warning cuts both ways, so both sides of the sale have homework. Selling a house on septic? Pull the state's completion letter or permit from TDEC's records before you list, and have it ready when the buyer's inspector asks, so the question is answered before it turns into a negotiation. Buying? Ask the seller which system the house uses, get the septic permit or the recorded plat in hand during the inspection period, and have the tank and field lines located before that deadline passes. On a STEP lot, find the tank easement on the plat. CUD owns the risers and pipes, and no fence, driveway, sidewalk or landscaping is allowed on that strip - worth knowing before you picture the fenced back yard. ‡‡

The farmland around Rockvale is filling with houses, and the open field behind the one you like is not promised to stay open. In February 2025 the county planning commission gave preliminary approval to Burgess Farms: 606 homes on 713 acres off Midland Road, inside the Rockvale school zones, most on lots of at least 15,000 square feet, with land set aside for STEP fields. The county's zoning allows one-acre lots in its low-density residential district and 15,000-square-foot lots in its medium-density district, so a pasture zoned for houses can lawfully become a street of them. If the view is part of the price, look up the zoning next door and ask the county planning office what has been filed for that land. ‡‡‡

Buying new from a builder means a different contract altogether. The builder's own form takes the place of the REALTORS agreement, and it is the builder's paper, not a neutral one; read it for the deposit, the delays it allows and the ways each of you can walk away. Then ask whether a Notice of Completion has been recorded. Under Tennessee law it shortens the time unpaid subcontractors and suppliers have to claim a lien against the house you are about to own. ‡ What title insurance covers, and what it does not →

Schools bring a lot of families to Rockvale, and the schools have been crowded. Rockvale Elementary, Middle and High sit side by side on Highway 99. In November 2025 the middle school was reported to be nearing 1,600 students, and that December the school board approved a rezoning that redrew several zones ahead of a new middle school, Poplar Hill, which opened in Blackman in August 2026. So the school the seller's children went to is not proof of yours. Put the exact street address into Rutherford County Schools' zone lookup before you sign, and if the house is close to a line, run it again before closing. ‡‡‡‡‡‡‡

The ground itself deserves a walk. Rockvale sits on limestone, and some of it is hollow: Snail Shell Cave, owned by the Southeastern Cave Conservancy, drains more than 100 square miles before its water surfaces at a spring on the Stones River, and CUD points to the county's limestone as the reason STEP systems exist in the first place. A sinkhole matters to a sale in two ways - the state's septic rules keep tanks and field lines back from one, and the county's growth plan counts karst among the places development should avoid. Walk the entire lot, ask the seller about any low spot that holds water after a hard rain, check the parcel on FEMA's flood map, and get an insurance quote before you settle on a price. ‡‡‡‡‡

The neighborhoods of Rockvale

The Highway 99 school campus

All three Rockvale schools share one stretch of Highway 99: the elementary at 6550, the middle school at 6543, the high school at 6545. Living within sight of them does not decide the zone - the board redrew lines in December 2025 - so check the address in the district's lookup.

Rockvale Public Health and Safety Building

Opened in August 2023 at 6540 Highway 99, with fire and emergency medical crews on duty around the clock. Give your insurance agent the exact address and ask whether the station's location changes your homeowner's quote.

The Murfreesboro edge on Highway 99

In April 2023 Murfreesboro's council took up, on first reading, a 70-acre annexation past Rockvale High planned for 182 homes on lots of 6,000 to 16,000 square feet. Ask whether it was completed, and ask the Assessor whether your parcel is inside the city before you budget for a single tax bill.

Burgess Farms and Midland Road

Planned for 606 homes on 713 acres off Midland, Panther Creek, Oak Grove and Carlton roads, including 84 lots of one to five acres, with STEP fields for the wastewater. In an early section, plan on years of construction nearby, and read the recorded plat for the STEP field and the easements.

Snail Shell Cave country

The Southeastern Cave Conservancy owns the cave, which drains a wide stretch of karst. On rural tracts nearby, a sinkhole can decide where a septic field or a house pad may go, so find any before you plan the land.

The Bedford County side of 37153

Across the county line, the same 37153 address answers to Bedford County: the deed goes to the Register on West Side Square in Shelbyville, and the zoning and tax questions go to Bedford's offices, not Rutherford's.

Eagleville

Eagleville, unlike Rockvale, is an incorporated city with its own certified tax rate after the 2026 reappraisal. Inside its limits the owner pays a city bill as well as Rutherford County's, so weigh the two places on taxes, not just on price.

  • County property taxes are due the first Monday in October and can be paid without interest through the end of February. Closing between now and then? Put in the contract who pays the 2026 bill, and check whether it has been paid already. ‡
  • On April 16, 2026 the County Commission voted 12-9 against endorsing PlanRutherford, the growth plan that would limit 'Rural Living' areas to one home per acre; the planning commission had approved it the September before, and it remains an official document.
