Three things nobody tells you before a Putnam County closing
- The attorney at a title-company closing does not represent you, and some title companies now have you sign a disclaimer saying so.
- The Tennessee REALTORS contract has a line for the buyer's closing agency and a separate line for the seller's; each side chooses its own.

Closing in Putnam County
Maybe it is ten acres off a gravel road north of Algood, a lake lot near Silver Point, or the house your parents kept outside Monterey that now has to be sold. The contract is the same Tennessee REALTORS form a Cookeville subdivision uses, and it quietly assumes rules that out in the county are often missing. Nobody has zoned the field next door, the house may live on its own septic system and well, and a view of the lake does not come with a dock. Each of those is a question for the days before you sign, not the weeks after.
Start with which rules apply. The county's planning office puts it in one line: Putnam has no county-wide zoning. Outside the towns the county enforces its subdivision regulations and a floodplain rule that reaches only FEMA's mapped 100-year flood areas. Algood, Baxter, Cookeville and Monterey are different - each keeps its own zoning ordinance, zoning map and subdivision rules. So on rural land, what goes up on the next tract is largely the owner's call, limited by whatever restrictions were recorded against it, if any were. If the quiet or the view is part of what you are paying for, ask for the recorded restrictions early, read them beside the title commitment, and assume nothing protects that view unless a recorded document does. ‡
Planning to build? The county codes office sets the order: a 911 address from the county's 911 center first, then a septic permit bought from the State of Tennessee, and only after that the building, plumbing and mechanical permits. The same office issues permits for the unincorporated county and for Algood, Baxter and Monterey; Cookeville runs its own. TDEC's field office on Foreman Drive in Cookeville is the state office for Putnam. For a land buyer the order boils down to this: no septic permit, no building permit, and a lot whose soil will not take a septic system may never hold a house. Write the contract so it waits on a septic permit, or at least a soil evaluation, before the land becomes yours. ‡‡‡
A house already sitting on septic and a well needs a different checklist. The state requires a permit even to repair a septic system, and TDEC keeps a public search of septic permit records, so ask the seller for the original permit and look the address up yourself. On the well side, Tennessee requires a license from TDEC's Division of Water Resources for anyone who drills, repairs or services a well, its pump or its treatment system, and a plumber or general contractor without that license may not do the work. If the inspection turns up a tired pump or bad water, have a licensed well contractor price the fix before you agree to a credit with the seller. ‡‡
Much of the county is limestone, the kind of ground that hollows into caves - Putnam's past includes saltpeter dug out of them. Cookeville studied its sinkholes in 2009 and drew an overlay, but that work stops at the city's growth area, and the county's flood rule looks only at FEMA's maps. Everywhere else, nobody has mapped the hazard for you. Walk the land, ask the seller in writing about any dips, collapses or standing water, and if you plan to build, pay for a site evaluation while the contract's deadlines still give you a way out. ‡‡‡
Center Hill Lake reaches into the south and southwest of the county, and the Corps of Engineers' shoreline plan for it leans against new private docks. A listing photo of the water is not a dock permit. If a dock is part of why you want the place, put the question to the Corps' lake office before you sign, and ask about that stretch of shore and any permit already on it. ‡‡
Be sure of the county, too. Several ZIP codes that serve Putnam communities also run into neighboring counties, so a Putnam mailing address is not proof of where the deed will be recorded or who will send the tax bill. Pull the parcel up on the state's assessment site before you sign; it tells you which Register, which Trustee and which set of rules the property answers to. ‡‡‡‡‡‡‡
Then the money. The Trustee mails tax notices in October to whoever owned the property on January 1, and the office says outright that it does not prorate taxes between buyer and seller. The split happens at your closing or not at all, so read the tax clause in the contract and check that the settlement statement carries it out. Farmland brings one more question. Greenbelt does not pass to a new owner on its own: the buyer has to reapply, and if the land stops qualifying, rollback taxes take back the savings for the prior three years on farm and forest land, or five on open space. Settle in the contract who bears that, before anyone's plans for the land change. ‡‡
Cities and towns in Putnam County
Cookeville
The county seat, and the courthouse there holds the Register of Deeds for every Putnam deed. Inside the city line the rules change - the city's own zoning, a sinkhole overlay and a city tax bill - and the Cookeville page takes each one in turn.
Algood
A city of about four thousand at the foot of Algood Mountain. It keeps its own zoning ordinance and map and runs its own water, sewer and sanitation department, yet a building permit there still comes from the county codes office.
Baxter
A small city west of Cookeville with zoning and subdivision rules of its own. Its ZIP code runs across a county line, so confirm on the parcel record which county a Baxter address really sits in.
Monterey
The town sits at the western edge of the Cumberland Plateau, close to where Putnam meets several other counties. A Monterey mailing address can belong to more than one of them, so settle the county line before anything else on a listing there.
Silver Point and Center Hill Lake
Where I-40 meets State Routes 56 and 141, near Edgar Evins State Park and the lake. Its ZIP code crosses a county line as well, and a lot near the water brings the Corps' dock question with it.
Bloomington Springs and Buffalo Valley
Two unincorporated communities in the western part of the county. Both ZIP codes run past the county line, so a mailing address there will not tell you which Register records the deed.
Burgess Falls and the Falling Water River
The Falling Water River rises toward the plateau in eastern Putnam and drops through Burgess Falls State Park on its way to Center Hill Lake. Look up land along it on FEMA's map before the offer, because the county's flood rules reach only the mapped 100-year areas.

Does Putnam County, TN have zoning outside the cities?
No. The county planning office says Putnam has no county-wide zoning - only subdivision regulations and a floodplain rule limited to FEMA's 100-year flood areas. Inside Algood, Baxter, Cookeville and Monterey, each town's own zoning ordinance and map apply. On rural land the recorded deed restrictions are often the only limit on what goes up next door, so get them and read them before you sign, or ask Vanderpool Law to read them with the contract. ‡
How do you get a building permit in rural Putnam County?
In the county's order: a 911 address from the county's 911 center, then a septic permit bought from the State of Tennessee's environmental office, then the building, plumbing and mechanical permits from the county codes office on Carlen Avenue, which works from the 2018 International Residential Code. Buying land to build on? Make the contract depend on the septic permit, or at least a soil evaluation, so a failed test does not leave you owning a lot you cannot use. ‡‡
When are Putnam County property taxes due, and who pays at closing?
Notices go out in October to whoever owned the property on January 1. You can pay without interest from the first Monday in October through the end of February; from March 1 the Trustee adds 1.5% a month. The Trustee's office does not prorate between buyer and seller, so the year's split is settled at closing - check that the settlement statement shows it, and that someone is actually lined up to pay the bill. ‡
Can you build a private dock on Center Hill Lake in Putnam County?
Do not plan the purchase around one. The Corps of Engineers' shoreline plan for Center Hill leans against new private docks. If the dock matters to you, ask the Corps' lake office about that stretch of shoreline before you sign. ‡‡
Does greenbelt transfer when you buy farmland in Putnam County?
Not automatically. The new owner has to reapply with the Property Assessor, and first-time applications are due by March 15. If the land later stops qualifying, rollback taxes recover what greenbelt saved over the prior three years for farm and forest land, or five years for open space. The contract should say who pays a rollback; send it to Vanderpool Law and ask us to check that clause before it binds anyone. ‡‡
Is a Putnam County ZIP code always in Putnam County?
Not always. ZIP code listings show several that serve Putnam communities, Cookeville's and Monterey's among them, running into neighboring counties. A mailing address does not settle the county; the parcel record does. Look the property up on the state's assessment site before you sign, because the county decides where the deed is recorded and who sends the tax bill. ‡‡‡‡‡‡‡
Which school is a Putnam County house zoned for?
The Putnam County School System runs the county's public schools, and its Enrollment Zone Finder shows the schools for an exact address. If one school is the reason for the move, check it before the offer, not after the inspection. ‡

- The Putnam County Trustee mails tax notices this October, and paying without interest runs through the last day of February. Closing before then? Make sure the contract names who pays the 2026 bill. ‡
- Since March 11, 2025, every new subdivision under the county's rules has to have mail service, with cluster mailbox units approved by the Planning Commission, shown on the plat and set outside the road right-of-way. Buying a lot in a new county subdivision? Look for them on the plat. ‡
- Bought farmland this year? Greenbelt does not follow the land to a new owner. Reapply with the Property Assessor by March 15 to keep the use-value assessment. ‡
- The Register of Deeds points owners to My Land Alert, which sends a notice at no charge when a transfer is recorded under your name. Sign up once your deed is on record. ‡
