Closing in Bellevue
Maybe you have found the house and the offer is half written; maybe the seller signed it last night. The purchase agreement asks for the price, the dates and the loan. It does not ask which county the lot is in, or how close the Harpeth River has come to it, and in Bellevue those two answers can matter more than the price. Both are public record. Start with the county line, because the mailing address will not show it. By the Census Bureau's ZIP-to-county file, about a twelfth of the land in 37221, Bellevue's main ZIP code, lies in Williamson County; 37143, the Pegram ZIP that reaches into the west end, is mostly Cheatham County; even 37209 has a sliver in Cheatham. Stephens Valley, the largest new community on this edge, is being built across the Davidson-Williamson line. The county decides who records your deed - Davidson's Register on Deaderick Street downtown, Williamson's on West Main Street in Franklin, Cheatham's on Frey Street in Ashland City - and whose trustee mails your tax bill. Type the address into Metro's Parcel Viewer before the offer goes out. If the parcel does not come up, it is likely not a Davidson County parcel, and the title search has to be ordered in the right county. ‡‡‡‡‡‡
Then the river. By the National Weather Service's high-water marks, the Harpeth at Bellevue reached 33.32 feet on May 1 and 2, 2010 - nearly nine feet over its 1948 record of 24.34 - and the flood carried off the gauge itself. The Harpeth Conservancy counts more than 1,000 Bellevue residents affected and more than 146 homes destroyed, many of them in River Plantation. The lines on the map have moved since. FEMA panels that took effect on February 25, 2022 brought about a thousand more Davidson County homes into the 100-year floodplain, mostly by mapping tributary creeks for the first time. So look the lot up in FEMA's Flood Map Service Center, put the question of past water to the seller in writing, and get a flood insurance quote while the price is still open. If your lender requires the coverage, the premium arrives whether or not your contract planned for it. ‡‡‡‡ What title insurance covers, and what it does not →
Buying on low ground to remodel? Read Metro's numbers before you fall for the floor plan. The 2026 Stormwater Management Manual requires a new home, or one being substantially improved, to have its lowest floor - basement included - at least four feet above the base flood elevation. The work counts as substantial when it is worth more than half of the building's value before it starts, and the tax assessor's structure value is one measure Metro accepts for that value. Below that line, Metro Water Services can approve the work if the lowest floor already sits at least a foot above the base flood elevation. That is how a new kitchen and an addition become a plan to lift the whole house. Get the project priced before the inspection period ends, not after the deed is yours. ‡
Some of the open grass near the river used to be somebody's street. After 2010, Metro offered to buy 267 flood-damaged homes across the county at their pre-flood appraised value; 226 owners accepted, and by the time the city's auditors finished their field work in early 2014, 223 houses had been bought and torn down, with FEMA paying three-quarters of the cost and the state and Metro splitting the rest. Metro Water Services keeps that land, and less than a tenth of it went to Metro Parks. The program is still open: in May 2026 Metro's water director said a buyout is now paid for by Metro alone, with a waiting list. A public lot next door is unlikely to be built on, and it is also a plain record of where the water went. Look up who owns the neighboring parcels in Parcel Viewer, and let the answer shape your offer. ‡‡‡
Up the hills and away from the river, the questions turn to slope and pipes. Metro's subdivision rules call a lot critical when it is created on a natural slope of 20 percent or more, or holds natural floodplain; the plat marks it with a star, and no building permit issues on it until a critical lot plan is approved. If you are buying a lot to build on, or a house you mean to add onto, find the plat and look for the star. Water and sewer may come from Metro Water Services or from Harpeth Valley Utilities District, which serves parts of Davidson, Williamson and Cheatham counties, so ask the seller for a recent bill and you will know who you will be paying. On a house with a septic tank, Metro Public Health can tell you how many bedrooms the system was approved for - worth knowing before a four-bedroom listing becomes your four-bedroom resale. The neighborhoods of Bellevue
River Plantation
Many of the homes the 2010 flood destroyed were here. The master homeowners association restricts leasing, so if you mean to rent the place out, read that rule first. Ask for every association's documents that bind the unit, not just the master HOA's, and pull the flood map for the building itself.
Riverwalk on the Harpeth
A planned neighborhood off I-40 near McCrory Lane that its developer describes as having about 150 acres of open space and more than a mile of greenway along the river. Read the covenants for what you may build or fence, and judge the lot by the flood map, not by the description.
Stephens Valley
More than 900 acres off Sneed Road, mostly in Williamson County with about 200 acres in Davidson, sold through a small group of builders, with an HOA and a design review committee. Confirm which county your lot is in, and read the builder's contract and the design rules before either one binds you.
Morton Mill Road and Coley Davis Road
Ariza Bellevue, a 417-unit apartment plan the Metro Council approved in 2023, is under way in a bend of the Harpeth here, over neighbors' objections in court and before the Stormwater Commission. Its access, Coley Davis Road, sits in the 500-year floodplain, flooded in 2010 and is to be raised. Buying close by, ask how the construction and the road work reach your street, and build that into your timing.

Out this way a Bellevue-area address can carry 37143, a ZIP code mostly in Cheatham County. If the parcel is on that side, the deed records in Ashland City, so settle the county before anyone orders the title search.

Is Bellevue TN its own city or part of Nashville?
Part of Nashville. Bellevue is a community about 13 miles southwest of downtown, served by the Metropolitan Government of Nashville and Davidson County with no town government of its own, which is why there is no Bellevue city census count. What trips people up is that the Bellevue name and its ZIP codes run past Davidson County into Williamson and Cheatham. Look up the parcel, not the name, before you sign. ‡‡
Is 37221 in Davidson County or Williamson County?
Both, mostly Davidson. The Census Bureau's 2020 ZIP-to-county file puts about 92 percent of 37221's land in Davidson County and the rest in Williamson. On the Williamson side, the deed records with the Williamson County Register in Franklin, the Williamson County Trustee sends the tax bill, and the address may be zoned for a different school system - check with the district by street address. Search the address in Metro's Parcel Viewer first; if it does not come up, ask Vanderpool Law to confirm the county before anyone orders the title search. ‡‡‡‡
How do I find out if a Bellevue house flooded in 2010 or is in a flood zone?
The flood zone takes a minute: enter the address in FEMA's Flood Map Service Center, keeping in mind that the 2022 maps moved about a thousand more Davidson County homes into the 100-year floodplain. The history takes more digging, because the Harpeth at Bellevue crested almost nine feet over its old record in May 2010. Ask the seller in writing whether water ever came in, and see whether nearby lots are now Metro buyout land. Have both answers before you settle on a price. ‡‡‡‡
Can you renovate a house in the Bellevue floodplain?
Yes, inside Metro's limits. Work worth more than half of the building's value before the project is a substantial improvement, and then the house has to meet the full floodplain rules, a lowest floor at least four feet above the base flood elevation among them. Smaller jobs can be approved where the lowest floor already sits a foot or more above that elevation. If the remodel is why you want the house, have the numbers run before the inspection period closes. ‡
How many bedrooms is a Bellevue septic system approved for?
Ask Metro Public Health in writing. Its environmental health office answers with the approval date and the number of bedrooms the system was approved for, plus any design and as-built drawings in the file. It does not inspect the system or vouch for its condition, so order your own inspection, and if the records come back inconclusive, raise it before the contract is final. ‡‡
Where is a Bellevue deed recorded, and where is the transfer tax paid?
With the Register of Deeds for the county the parcel is in. For most of Bellevue that is Davidson County's office on Deaderick Street downtown; a lot across the line records with Williamson's Register in Franklin or Cheatham's in Ashland City. The state transfer tax, 37 cents for every 100 dollars of the price or the value, whichever is greater, is paid to that same Register when the deed is recorded - one more reason the county has to be settled long before closing day. ‡‡‡‡
